New U. S. Plan for Disease Prevention

Urging Americans to take responsibility for their health,Health and Human Services
Secretary Tommy Thompson on Tuesday launched a $15 million program to try to
encourage communities to do more to prevent chronic diseases like heart disease, cancer
and diabetes(糖尿病).
The initiative highlights the costs of chronic diseases一the leading causes of death in
the United States一and outlines ways that people can prevent them, including better diet
and increased exercise.
"In the United States today,7 of 10 deaths and the vast majority of serious illness,
disability and health care costs are caused by chronic diseases,"the Health and Human
Services department said in a statement.
The causes are often behavioral一smoking, poor eating habits and a lack of exercise.
"I am convinced that preventing disease by promoting better health is a smart policy
choice for our future,"Thompson told a conference held to launch the initiative.
"Our current health care system is not structured to deal with the rising costs of treating
diseases that are largely preventable through changes in our lifestyle choices."
Thompson said heart disease and strokes will cost the country more than $351 billion in
2003.
"These leading causes of death for men and women are largely preventable, yet we as
a nation are not taking the steps necessary for us to lead healthier, longer lives,"he said.
The $15 million is designed to go to communities to promote prevention, pushing for
changes as simple as building sidewalks to encourage people to walk more.
Daily exercise such as walking can prevent and even reverse heart disease and
diabetes,and prevent cancer and strokes.
The money will also go to community organizations, clinics and nutritionists who are
being encouraged to work together to educate people at risk of diabetes about what they can
do to prevent it and encourage more cancer screening.
The American Cancer Society estimates that half of all cancers can be caught by
screening, including Pap tests(巴 氏实验)for cervical(子宫颈的)cancer,
mammograms(乳房X线照片)for breast cancer, colonoscopies(结肠镜检查),and
prostate(前列腺的)checks.
If such cancers were all caught by early screening, the group estimates that the survival
rate for cancer would rise to 95 percent. Which of the following is NOT true of chronic diseases in the US?
A.They account for 70% of all deaths.
B.They are responsible for most of the health care costs.
C.They often result in unhealthy lifestyles.
D.They are largely preventable.

“New Towns" Plans

The plan of building"New Towns"to absorb growth is frequently considered a cure-all for urban problems. It is erroneously(错误地)assumed that if new residents can be diverted from existing centers, the present urban situation at least will get no worse. It is further and equally erroneously assumed that since European New Towns have been financially and socially successful,we can expect the same sorts of resorts in the United States.
Present planning, thinking, and legislation will not produce the kinds of New Town that have been successful abroad. It will multiply suburbs or encourage development in areas where land is cheap and construction profitable rather than where New Towns are genuinely needed.
Such ill-considered projects not only will fail to relieve pressures on existing cities but will,in fact, tend to weaken those cities further by drawing away high-income citizens and increasing the concentration of low-income groups that are unable to provide tax income. The remaining taxpayers, accordingly, will face increasing burdens, and industry and commerce will seek escape. Unfortunately, this mechanism is already at work in some metropolitan areas.
The promoters of New Towns so far in the United States have been developers, builders, and financial institutions. The main interest of these promoters is economic gain.Furthermore, federal regulations designed to promote the New Town idea do not consider social needs as the European New Town plans do.In fact, our regulations specify virtually all the ingredients of the typical suburban community, with a bit of political rhetoric thrown in.
A workable American New Town formula should be established as firmly here as the national formula was in Britain. All possible social and governmental innovation as well as financial factors should be clearly stated, and both incentives and penalties should be provided to ensure that the
objectives are pursued. If such a policy is developed, then the New Town approach can play an important role in alleviating America's urban problems. The author thinks that the New Town project will not succeed unless________.
A.all factors involved have been taken into serious account
B.people are diverted from the existing centers
C.the promoters stop seeking economic gain
D.the government has invested much more money in it

Are These Food Safe to Eat?

Traditionally,in plant breeding, there are crossing varieties of the same species in ways they could cross naturally. For example,disease-resistant varieties of wheat have been crossed with highyield wheat to combine these properties. This type of natural gene exchange is safe and fairly predictable.
Genetic engineering(G E)makes it possible to exchange genes between unrelated species that cannot exchange genes with each other in a natural way.GE can involve the exchange of genes be-tween vastly different species一e.g. putting scorpion toxin genes into maize or fish antifreeze genes into tomatoes. It is possible that a scorpion toxin gene, even when it is in maize DNA,will still get the organism to produce scorpion toxin一but what other effects may it have in this alien environment? We have already realized this problem一adding human growth hormone genes to pigs certainly makes them grow一but it also gives them arthritis and makes them cross-eyed,which was entirely out of expectation.
It won't be difficult to find out,for example, that the gene for human intelligence will not have the same effect if it is inserted into cabbage DNA as it had in human DNA一but what side-effect would it have?In other words,is genetically modified(GM)food safe to eat?The answer is that no-body knows because long-term tests have not been carried out.
Those companies who want a GM product approved in the UK or USA are required to provide regulatory bodies with results of their own safety tests.Monsanto's soya beans were apparently fed to fish for 10 weeks before being approved. There was no requirement for independent testing, for longterm testing, for testing on humans or testing for specific dangers to children or allergic people.
The present opinion of the British Government is that"There is no evidence of long-term dangers from GM foods."In the US,the American Food and Drug Administration is now being prosecuted for covering up research that suggested possible risks from GM foods. What is the possible attitude of the author to genetically modified agricultural products?
A.Supportive.
B.Rejective.
C.Nervous.
D.Neutral.
